Redd travels to your town once a week and sets up his tent in front of the town hall. All his items are over-priced, but then again some of the things he sells you can only get from him (like paintings). You even need a password and membership just to get in and buy anything!
It seems Crazy Redd works along-side Lyle the traveling Insurance dealer. When you buy insurance from Lyle, he will let you choose what day of the week you want Redd to come to your town, and he'll mail you his password for that week. The first week you meet Redd you won't have a password, so you'll have to talk to all of your neighbors until one of them squeals with the magic words.
Additional Info
Sometimes Redd will sell you a counterfiet painting (one that can't be donated to the museum because it's not an original painting, but a copy) which will be only worth 10 bells. To find out if the painting is legitimate or not, just bring it over to Blathers in the museum or Tom Nook and they'll let you know.
